Tuy nhi&ecirc;n, nh&oacute;m đối tượng n&agrave;y c&oacute; việc nhưng lại kh&ocirc;ng năng suất (năng suất trong ng&agrave;nh n&ocirc;ng nghiệp chỉ bằng 1\/4 ng&agrave;nh c&ocirc;ng nghiệp v&agrave; bằng 1\/3 ng&agrave;nh dịch vụ).<\/p>\n\nTheo kết quả khảo s&aacute;t của Văn ph&ograve;ng Hỗ trợ Tư vấn Phản biện v&agrave; Gi&aacute;m định X&atilde; hội (thuộc Li&ecirc;n c&aacute;c Hội KHKT Việt Nam), trong 10 năm qua (2001- 2010), đ&atilde; c&oacute; 15 triệu lao động c&oacute; việc l&agrave;m, trong đ&oacute;, khoảng 50% l&agrave;m trong lĩnh vực n&ocirc;ng nghiệp. Tuy nhi&ecirc;n, nh&oacute;m đối tượng n&agrave;y c&oacute; việc nhưng lại kh&ocirc;ng năng suất (năng suất trong ng&agrave;nh n&ocirc;ng nghiệp chỉ bằng 1\/4 ng&agrave;nh c&ocirc;ng nghiệp v&agrave; bằng 1\/3 ng&agrave;nh dịch vụ). \n \nCũng theo b&aacute;o c&aacute;o n&agrave;y, trong 10 năm qua, c&oacute; khoảng 65% doanh nghiệp l&agrave; c&aacute;c doanh nghiệp nhỏ hoặc si&ecirc;u nhỏ c&oacute; năng suất thấp, sức cạnh tranh yếu, hoạt động thiếu hiệu quả v&agrave; sản xuất c&aacute;c sản phẩm thiếu gi&aacute; trị gia tăng. \n \nKết quả khảo s&aacute;t cũng cho thấy, phần lớn lao động Việt Nam dễ gặp phải rủi ro khi kh&ocirc;ng được bảo vệ bởi hệ thống bảo trợ x&atilde; hội v&igrave; họ l&agrave;m việc trong lĩnh vực n&ocirc;ng nghiệp hoặc khu vực phi ch&iacute;nh thức. Trong khi nhận thức cũng như việc tu&acirc;n thủ quy định đ&oacute;ng bảo hiểm x&atilde; hội của c&aacute;c doanh nghiệp, đặc biệt l&agrave; c&aacute;c doanh nghiệp tư nh&acirc;n trong nước c&ograve;n k&eacute;m. Ngo&agrave;i ra, việc chấp h&agrave;nh v&agrave; thực hiện Bộ Luật lao động k&eacute;m trong khi Bộ luật &aacute;p dụng kh&ocirc;ng đồng đều với c&aacute;c loại h&igrave;nh doanh nghiệp kh&aacute;c nhau cũng l&agrave; cản trở khiến cho người lao động lu&ocirc;n trở th&agrave;nh kẻ &ldquo;thấp cổ b&eacute; họng&rdquo; phải chịu thiệt th&ograve;i về quyền lợi. \n \nTuy nhi&ecirc;n, trong khoảng thời gian đ&oacute;, tr&ecirc;n một nửa số doanh nghiệp c&oacute; quy m&ocirc; lao động nhỏ, &iacute;t hơn 10 lao động v&agrave; chưa đầy 2% doanh nghiệp tuyển dụng hơn 200 lao động, chủ yếu tập trung ở v&ugrave;ng Đ&ocirc;ng Nam. Doanh nghiệp ở c&aacute;c ng&agrave;nh c&oacute; khả năng c&oacute; gi&aacute; trị sản xuất cao như sản xuất c&ocirc;ng nghiệp v&agrave; thương mại sử dụng &iacute;t lao động trong khi đ&oacute; ng&agrave;nh n&ocirc;ng nghiệp lại tạo ra 48,7% việc l&agrave;m v&agrave; chỉ đ&oacute;ng g&oacute;p 22,1% GDP. \n \nTiếp đến l&agrave; t&igrave;nh trạng mất c&acirc;n đối cung cầu lao động cục bộ xảy ra ở nhiều khu vực, lĩnh vực v&agrave; ng&agrave;nh kinh tế kh&aacute;c nhau. Dư thừa lao động phổ th&ocirc;ng v&agrave; thiếu lao động c&oacute; tr&igrave;nh độ chuy&ecirc;n m&ocirc;n kỹ thuật kh&aacute; phổ biến, nhiều doanh nghiệp ng&agrave;y c&agrave;ng gặp kh&oacute; khăn trong tuyển dụng, đặc biệt l&agrave; tại c&aacute;c khu c&ocirc;ng nghiệp v&agrave; chế xuất ph&iacute;a Nam. \n \nTS Papola, Văn ph&ograve;ng Hỗ trợ Tư vấn Phản biện v&agrave; Gi&aacute;m định X&atilde; hội nhận x&eacute;t rằng, tuy việc l&agrave;m đ&atilde; tăng, số người c&oacute; việc l&agrave;m được ước t&iacute;nh tăng từ khoảng 35,6 triệu người năm 1997 l&ecirc;n 48 triệu người năm 2009, nhưng điều đ&oacute; cũng kh&ocirc;ng l&agrave;m giảm thất nghiệp.Số người thất nghiệp đ&atilde; tăng từ 1,05 triệu người năm 1997 l&ecirc;n 1,29 triệu người năm 2009. Tỷ lệ thất nghiệp đ&atilde; giảm từ 2,9 năm 1997 xuống 2,3 năm 2000, nhưng đến năm 2009 lại tăng l&ecirc;n 2,6. Số người thất nghiệp v&agrave; tỷ lệ thất nghiệp tăng l&ecirc;n đ&aacute;ng kể trong năm 2008 v&agrave; 2009 l&agrave; do t&aacute;c động kinh tế của khủng hoảng t&agrave;i ch&iacute;nh to&agrave;n cầu. \n \nCũng theo TS Papola, Đề &aacute;n 1956 đặt mục ti&ecirc;u đ&agrave;o tạo mỗi năm 1 triệu lao động n&ocirc;ng th&ocirc;n trong đ&oacute; số lao động n&ocirc;ng th&ocirc;n được đ&agrave;o tạo nghề n&ocirc;ng nghiệp chiếm khoảng 1\/3 nhưng do năng suất lao động trong n&ocirc;ng nghiệp thấp n&ecirc;n n&ocirc;ng nghiệp đang ng&agrave;y c&agrave;ng kh&ocirc;ng thu h&uacute;t được những lao động trẻ. Xu hướng gi&agrave; h&oacute;a n&ocirc;ng nghiệp ch&iacute;nh l&agrave; một trong những cản trở quan trọng cho việc đạt c&aacute;c mục ti&ecirc;u n&agrave;y. \n \nCũng trong lần khảo s&aacute;t n&agrave;y, nh&oacute;m chuy&ecirc;n gia của TS Papola nhận thấy, ngo&agrave;i số người thất nghiệp th&igrave; chất lượng việc l&agrave;m l&agrave; m&ocirc;̣t trong những th&aacute;ch thức lớn v&ecirc;̀ việc l&agrave;m m&agrave; Việt Nam phải đối mặt. Đại đa số việc l&agrave;m nằm trong khu vực phi ch&iacute;nh thức hoặc loại h&igrave;nh phi ch&iacute;nh thức, việc l&agrave;m kh&ocirc;ng thường xuy&ecirc;n v&agrave; kh&ocirc;ng c&oacute; bảo trợ x&atilde; hội.
